Fantasy book from the 80's?

Trying to help a friend track down an old fantasy book. His description is a little vague. Basically it is a story about a boy who learns he has the ability or innate magical powers and throughout the book he refines them or hones them. He is accompanied by a pet falcon or hawk. The cover is the boy on a horse in a field with the hawk/falcon flying overhead.
