Are there ever any real serial killers?

Not "normal" serial killers, but, like the ones in movies. Like john doe in se7en, or hannibal lecter, or buffalo bill, or even the origami killer in the game heavy rain? And do the police always do as much to stop the killer as they do in movies? Thanks
